Go ahead and try it. It don't work. Moreover, if you actually are upwind of the dragon, you can have the wind blowing in your face and still get the cast speed buff.

it seems that even very knowledgeable people don't get this mechanic, I guess we'll add lodur to that list.
You must be UPWIND of the boss to get the haste buff so that you are between the imaginary wind source and the boss.
Example:

now if I could just get wow bloggers to stop spreading lies about this fight, perhaps tanks would stop spinning the boss around killing everyone with the breath

And spinning the boss doesn't do anything either. The boss targets a random player for the breath which will hit everyone nearby. It has nothing to do with the way the tank faces him.
