I very sincerely hope Divine Storm generates holy power in patch 4.1 or someone comes forward with a compelling argument for why it doesn't (or shouldn't).The reason is that it's an analogous ability to Fan of Knives or Cat swipe, and holy power for ret is essentially combo points. Cats and Rogues don't build up combo points with their primary AoE, so they do have a choice: do they do AoE spam and not their standard rotation or do they do some of their standard rotation?Same thing goes for paladins.Another way to put it is this: if it did generate holy power would you be tempted at all to use it in the base rotation? I suspect you would.

No, because Divine Storm should never, ever do as much single target DPS as Crusader Strike.

As much to the point, Divine Storm shares a cooldown with Crusader Strike, so it's not like you can use both in your rotation to quickly bump up your Holy Power. It's purely either-or.Prot gets to generate Holy Power with their AoE version of Crusader Strike; I don't see why Ret shouldn't.
