As much to the point, Divine Storm shares a cooldown with Crusader Strike, so it's not like you can use both in your rotation to quickly bump up your Holy Power. It's purely either-or.

Prot gets to generate Holy Power with their AoE version of Crusader Strike; I don't see why Ret shouldn't.
