I'm sure this was asked and answered, so I'll try.
I know that the engineering addons make stuff soulbound. Will Blizz allow 2 addons to be stacked on an item, ie. the scope and the Safety catch release kit in the future or is that considered too powerful?

They'll do that when they allow two enchants on an item at the same time. ie. It's unlikely.

You mean like how shaman do? My level 40 shaman is an absolute beast with crusader, windfury, firey, flametongue enchants on his weapons.

You say addons, but I think you mean "tinkers" for engineering. Addons are those little mods you can download that add to the game's UI. It confused me for a sec until I read the whole thing you said. :P

Items can have one permanent and one temporary enchant at a time. Shaman buffs, rogue poisons, and weapon oils/stones are examples of temporary enchants.
