If they can justify option A, then they usually do. But a lot of the untamable creatures aren't quite a perfect match for any particular Family. IE: Gyreworms in Deepholme are classified as beasts, but could just as easily be called Elementals. Hydras don't really fit in any one family. They're not really Crocolisks, they're definitely not warp stalkers, so where would you put them?
If thy can't justify option A, then they need to come up with something for option B which includes assigning a special Ability (Buff/CC/whatever) and, in the case of Hydras, likely an exotic ability as well. Then that's just more programming, play testing, etc. and it's usually more trouble than it's worth for the small amount of hunters who would want one.
