The spawn rate of whiptail was NOT too high. I was actually able to find some despite the hordes of people out there farming it.

The spawn rate of twilight jasmine is way way way too low. If I find 3 plants in half an hour, that's a lot. It is really frustrating, because the two flasks I use the most both require twilight jasmine.

The worst part is that each of those is available in only one zone each. Transplant them into other zones. Put them in lower level zones. It's not like you really have to be high level to farm them anyway. Spread them out so that two people farming at the same time don't deplete the entire resource for everyone.

On my server (Scarlet Crusade) I can collect two to three stacks of Twilight Jasmine in about half an hour. I wonder if there's something wrong with the spawn rate on your server or if it is just over-populated.
