Another thing you could try is switching around when you use Penance and when you use shield if you haven't already. If you follow up Penance with PW:S then you'll be able to spend the Borrowed Time buff on Heal or Greater Heal. I know I'm often inclined to start the very beginning of a fight with PW:S since it'll absorb the first blow, and there is nothing wrong with that, but as the fight goes on if I find myself falling behind I'll play more strategically instead of just using whatever is off cooldown. I'll make a very conscious effort to use PW:S after Penance, so I know PW:S's haste buff is buffing something much slow. No sense in wasting Borrowed Time on Penance if things aren't going well.
