Your guess is wrong.

It was more advantageous for disc priests to use bubble in far to many situations over any other spell. This was leading to a growing trend of BUBBLE SPAMMAGE.

Remember LK? Not your 30% buffed LK but proper hard LK where disco priests were required to have bubble on as many as possible at infest or face a wipe. Yeah, it was boring, and it sucked. Lets not go back there.
