Doesn't have to be an FPS. That delay at all is annoying. Some people are more sensitive to it than others. It's like one person is fine at 30 FPS, while another is annoyed at anything less than 60 FPS.
Plus, mice sometimes get wonky when the battery is going out. I have seen mice flat-out die when the batteries should have still been good. Also seen mice spaz out when the battery is low.
