As others became "raid ready", they should have been added into rotation for the single 10man that was running. Create a sit list and rotate through until you have the playerbase to form a second (functional) 10man group.

And I think you need to go back to your Wrath model and include alts in that 2nd run. Schedule the 2nd 10man run for later in the evening (after the first 10man group finishes) or on other nights of the week (when the 1st 10man isn't running). Get input. Some players may prefer raiding later or on other nights... Based off who can run when, create a schedule and see what roles are missing. Look to alts from the players of each group to help out with the other group as needed.
