I don't want to derail the topic at hand too much (spriest trinkets), but given only four classes could use relics, removing their proc abilities made sense. My druid and shaman got something extra while healing or DPSing that my priest missed out on, and the alternative of making all ranged weapons proc would simply have made it a third trinket.
On-topic: I agree with the rating of DMC:V at the top of the list, though I have mixed feelings about the ICD being half of most raiding trinkets. It means the trinket retains its' high DPS value and consequently a large portion of raiding casters I see use the trinket in conjuction with Stump of Time.
