Val'anyr was assembled, Shadowmourne was assembled. I think that Blizz likes the assembly mechanism to make obtaining the epic more of an effort and less of a 'pray to the goddess of RNG'.

Only the BC legendaries were drops. The other five have been crafted.
So there's a pretty decent precedent for crafting any legendary, not just the caster ones.

Back in BC legendaries just dropped, and it sucked; it rewarded luck rather than effort. The assemblage method means that persistence, skill, and teamwork is rewarded, rather than rewarding having Illidan on farm.

With the exception of the Warglaives & the bow from Sunwell Plateau every Legendary has required assembly.

It's a way to even out the amount of work a raid does to create it. If it was just dropped, intact, then some raids would be lucky enough to get it on their first try, while others would farm for a year and see nothing.
By making it an assembly process, you guarantee that any guild that creates it has dedicated a significant amount of time to do so.

What's the "legend" in a legendary if there is no quest to forge it? The best of weapons are not just stock, they are hand crafted and through quests like World of Warcraft has create an experience for the player thus "Legend".

Easy, it's to make it exclusive. Combined I'd bet there's been less than 15,000 occurrences of completed legendary items.
Personally I hope they make this one easier to obtain than the other legendary weapons or at least include an epic quest chain behind it with rewards like Shadowmourne. I don't know about you but as a caster I was pissed to not be able to do the quest line when there was so much awesome loot to be had.

What they're saying is that crafted legendary weapons are the rule, while dropped legendaries are the exception.

except for Smourne, the melee legendaries (Tfury and Hand of Rag) have required lots of standard and semi standard crafting materials to be collected and used in their making. even Smourne required primordial saronite. for hand of rag all you needed to collect besides the stuff you could buy was an eye of sulfuras, and for T fury you needed the bindings.
atiesh required 40 random drops from bosses, and the head and the base from 2 end bosses, all of which are random and which you are unable to collect outside of a raid. the healy mace was the same thing, except you didn't need a head or base.
