Regarding the HW:Sanct graphic. It's currently bugged/unfinished on PTR and a layer of it is underground. Try putting it on a more slope surface and you'll see below the shiny small circle there's a bit larger circle with glowing runes n stuff.

TL:DR (seriously?): HW:S new graphic is unfinished atm.

Yar... Blue Poster Lylirra posted last nite that "The new effect is currently bugged on the PTR, though. It's displaying much smaller than intended."

So there's that.
