Yeah, it's not a very elegant solution. It affects pvp and soloing disproportionately. If they don't like shield spam, just limit the number of shields any priest can have up at any one time. Maybe 5 shields max at any time. There you go, I just solved raid wide shielding without affecting pvp or soloing.
