"Raise Ally has been redesigned to be a battle resurrection, analogous to Rebirth. It is instant cast, but costs 50 Runic Power to use, and has a 10-minute cooldown. It shares the same global battle resurrection cap with Rebirth and Soulstone."
That change is on the latest patch notes, last updated February 28, 7:30 PM PST. The classes that will be capable of providing a resurrection while in combat when 4.1 drops are Druids, Warlocks, and Deathknights. All three share the same cooldown in a fight. As it currently stands, Rebirth and Raise Ally are able to be cast on dead opponents so you never "waste" a combat resurrection. Soulstones need to be planned out ahead of time and are almost insulting in a sense.

Soulstones worked fine with their current design when they were meant to be a wipe recovery tool and a somewhat "if your guess is lucky, it's just as good as a Rebirth" aspect. But now that Rebirth, Raise Ally, and Soulstones are meant to perform the same function, they should all have the same basic benefits.
