Patch 4.1 will not contain Firelands raid content

If 4.1 does NOT have the Firelands raid (which would have T12 gear drops), what does this mean to the previously planned dropping T11 VP gear to the JP vendor and having T12 gear on the VP vendor in the 4.1 patch?!?!?

It's been clearly mentioned multiple times that T11 would be on the JP vendor in 4.1, but now with the plan to not do Firelands, does this change the plan of dropping T11 to the JP vendor?

If so, this may actually prolong how long it takes guilds to clear the current T11 raids (which I assume is why Blizz was delaying the raid because the T11 raids haven't been cleared by enough guilds).

I'd like to know if this issue has been brought-up and/or answered anywhere.
