The thing you need to remember is that weapons also come with base DPS on them, which is a stat that outweighs almost everything. It's acceptable for weapons to come with mediocre secondary stats because the secondary stats aren't the focus of the item. For armor, the stats are the only thing that differentiates the pieces.
