It's actually Zul'Aman non-set plate. I wear the Zul'Aman non-set mail on my Shaman in cities. And back in the days of BC, on my Warrior, I remember thinking how god awful the plate set looked, and how glad I was that I could hide helms.

I've always been a fan of http://www.wowhead.com/item=33206 for mail shoulders, very fitting for a hunter, too bad they're not leather tho because they would make the best bear tank rp shoulders...
