the reason you cant que up individually is actually quite simple. how many bots/afkers do you think would be exploiting the systemif we would que up individually? blizzard is much more aware of botting and afkers in bgs than most people give them credit for.

I can think of a lot of solutions to the AFK/ botting problem, but they all boil down to "stop enabling AFK point gains and kick them out of the system"
1) No conquest/honor/rating gain unless you reach an activity threshold (dmg/healing done, make an HK, freaking LEAVING THE SPAWN ZONE)
2) Retool HKs to actually having damaged, healed, or CC'd someone with an ability, rather than through Ret aura or proximity or whatever lets AFKers hoard points
3) Make the AFK kick far less forgiving. I shouldn't have to report a player more than twice if he really is just AFKing. Tapping the strafe key in the spawn zone does not equal contribution to the team.
4) Implement a debuff for being kicked - an account-wide reset of honor/conquest/win counts (keep the losses) sounds like a powerful disincentive.
Obviously policies would need to be implemented to protect DCers. Power outages are not the same as jackasses. Have the server recognize a disconnect instantly and instantly remove that player. That would prevent a kick from going through and destroying the not-jackass player's PvP progress
