I don't know. I assume that spending 1%'s worth of crit and haste on expertise is worth not disrupting your own strikes. Not to mention, there's a decent chunk of white hit damage we're missing out.
It sounds unintelligent to support a decision that would obviously cripple our DPS.

Just because you think it would be a DPS loss doesn't make it so. Perhaps you should do some real sims with and without expertise caps, upload them to WoL and really study your results before you make off-handed comments disregarding the hours upon hours that many of our best thoerycrafters have worked to provide you with this information.

There's a logical disconnect here that's very common if you haven't looked at the math behind it.
If you lose 1% expertise for 1% haste (This is not the exact math), you do not necessarily lose 1% white damage / strike hits over the course of an encounter. In addition, if you have empty GCDs at any point, missing a strike does not matter, at least for Unholy. 1% haste is always a DPS gain, though, as far as rune regen and white damage, as well as pet damage, is concerned. Pet damage is not affected by expertise, making haste affect more of your overall damage.
Expertise is heavily focused on for Frost because the spec is GCD-capped and a dodged or missed strike still consumes Killing Machine. Unholy has no such restriction.
