2. I dunno, I don't like the idea of your ability to enter a rated batteground being restricted by an arbitrary rating. The game has always been designed so that people can be carried to et them catch up, and that would ruin it. Not to mention the problems it would cause for lower geared players trying to gear up.

3. Dunno, only inexperienced players and bad players would ever use it, so it wouldn't provide a good idea of what arena is like. It'd be better to just bring back the old skirmishes.
