Surely if they're not optimal then they're just (to copy your emphasis) NOT OPTIMAL.
This is an american english disease that debases the language quite broadly. People say "very unique" when they mean "very rare". Some words are absolute. You can no more be "very unique" than you can be "very dead". Which is a pity in the case of warlocks.
Viable falls into this category. If you do enough damage to eventually down a boss, you are viable. You can only be considered non-viable if you hit a non survivable enrage timer through lack of raid dps. Being viable does not mean you are optimal, or that you will be accepted by your raid leader.
