They probably just scale up the 232 version of the staff which, after 4.0, had only stam on it.

The staff may not have any intellect, but it does have over 1800 spell power on it. Blizzard did say long before that there would be certain items (specifically weapons) that would have spell power on them instead of intellect.

"Its druid tank staff with that much stamina it has crit haste which are "threat stats" and stamina which is survival stat maybe it has some spellpower"

Last year the staff was the special item that clould drop from the loot bag, so it's not an issue of ninjaing, and if a bear gets it it doesn't mean a caster can't. I remember this because the number of times I saw a paladin or dk get it while I was still wait was quite high

Massive amounts of staves lost Intellect. Since Intellect is now Spell Power, the staff has Spell Power only since that makes it a "Caster weapon", and putting Intellect on it would be double-dipping.
To separate whether a weapon is a caster weapon or not, Spell Power is used to distinguish.
