They've changed this, actually. Everyone now essentially has a personal lockout for the bosses they've killed. They can join another raid that is at the same progression point, or one that's further along, but not one that still has bosses they're locked out from.

Theoretically, you could split a 25-man group into 25 groups, if you had enough other players to fill 25 raids.
