I play an enhancement shaman as my main. The only spec in the game that needs to reach both 26 expertise and 17% spell hit to do optimal dps in raids. (I'm told assassination rogues need to spell hit cap for their poisons, but do not value expertise compared to their other stats.) Now, we do enough damage that this isn't really something to complain about, but those caps can be very difficult to hit unless almost all your gear has hit or expertise innately, if not both. My current favorite alt is my bear/restoring druid. Now obviously healers don't need to worry about either stat, so let's look at the tank spec. To reach these caps as a feral druid, one only needs 8% melee hit and 26 expertise. That's about 700 less stat rating required. In raid-ready gear this should be extremely easy. Having reached much harder caps without anything more difficult than looking a little harder for hit gear, I think I can say confidently that tanks don't need any adjustment to make caps easier to reach.IMO, reforging does a lot to make stats on any new gear more interesting, since it makes all stat caps flexible. (i.e. if you are already hit capped, more hit isn't wasted because you can reformed away existing hit to make room for it.)
