Patience, everyone who complained about this talking about getting exalted with the home factions first for Mountain o' Mounts. You must have missed the part where the title said 'Ambassador' which kinda sorta REALLY suggested it would be focused on them for today.
That said, this was a very short article, and would have benefited from a mount count for each faction and totals for Alliance/Horde. I know home cities alone won't even get you to 50.
@Vector: yes, the city tabards work in all dungeons. My tauren pally recently completed his Crusader title (after flubbing it up and turning in one of the wrong quests at the tournament) by throwing on the Silvermoon tabard and running RFC repeatedly. Took about 5 minutes per clear for approximately 525 rep (including 10% guild bonus).

I'm not trying to be glib or being egregious, just an FYI for anyone reading but the faction tabards don't work in TBC dungeons, you will receive rep for whichever faction they're related to (last time I checked a few months back, may have been changed in a recent patch/hotfix) they work in old world and cata dungeons and i'm presuming they work in wrath dungeons as well
