Random idea, not sure if it sits with Blizz's different numbers or not, but what if the process of being flagged also provided a buff / debuff to each class /spec. A simple buff that helped counteract whatever is happening with class/spec to help balance it. Frost Mages could keep their much needed PvE buffs from the PTR, and their control tools, but be gimped a little for PvP. Now that i think of it why not just make PvP flags rating based - those with a low PvP rating get a bit of a buff, reducing as you improve in ratings. Afterall this debate is often around PvP skill levels, why should PvE suffer. Fix the PvP if it's broken don't ruin the PvE. Ok that was too whiney, but blizz should address the issue of player skill here - PvE has different skill levels to it, heroics, hard modes etc - at the moment there's a single battleground and all levels of PvP running around in it. Why not have another battleground that's handicapped - boosting the lower rated, or lowering the higher rated. Then there's the choice just as there is the choice for PvE now - go the handicapped battleground or the unrated battleground and enjoy yourself.
