Wouldn't the problem be easy enough to fix with a Glyph? We could call it "Dungeon Crawler" and while zoned-in dungeons/raid zones the glyph would trigger the appropriate buff to Frost Spells/Effects.
Honestly it isn't that hard to make macros that search for certain conditions in order to make them work or not; why can't they do the same with a glyph?
