What if classes were given several different interrupt abilities with longer cool downs or cast times? Similar idea to the quick / med/ strong mechanic in fighting games. Have maye 3 levels of interrupt 1) instant cast --> long cooldown 2) medium cast --> short cooldown 3) long cast --> instant cooldown
I don't PVP though so not sure if this even makes sense, but it seems like it could introduce sort of a "rock / paper/ scissors" type concept to interrupting casts.

I really don't see how that would work. It would make PVP a constant string of jukes and fakeouts with each side trying to force the other to burn their CS, just like now, but three times.
And frankly, if it's not instant, it's not likely to be useful in PVE. You want to try interrupting, say, Halfus' Shadow Nova with a non-instant interrupt? The vast majority of boss spells that NEED to be interrupted are either very fast casts, or are protected by a mechanic, such as Kael'Thas' Pyroblast+Shield combo.
