I have to go with the concept of separating the PVP from the PVE. I personally don't PVP because survivability for Fire Mages in BGs is about 15 secs. If they broke things out based on your being PVP flagged then the whole balancing thing should be easier for them in the long run. It would be much easier to deal with apples to apples instead of apples to nuts +apples. The flaw to this concept would be PVP servers ... not really sure how they could handle those.

I think the better solution, as mentioned above, would be to have the variance in abilities trigger from being in a battleground or arena. In world pvp, you could still have your normal pve abilities. I suppose that's easy for me to say, since I don't play on a pvp server, though. If certain classes were OP in pvp when in pve spec, that could make life on a pvp server less than desirable for the other classes. But it seems less of a problem than having the changes trigger just by being flagged.
