The best solution is to just STOP trying to balance for PvP. Consider only PvE in balance and design and let the chips fall where they may.

PvP is the only place balance really matters. They should just stop trying to balance for PvE.
(Note: This is an intentionally stupid idea. That said, it's not quite as stupid as the one I'm replying to. It exists merely for the sake of contrast.)

It is not stupid at all. In fact, if Blizzard did it this way it would be so easy to balance. Just slap some 'fire mage damage increased by 17%' and 'fury warrior damage decreased by 6%' debuffs on the players when they enter a raid.
It is easy to balance around pvp if you don't have to take pve into account. Boss health and enrage timers can be adjusted accordingly.
Easy solution, problem solved, everyone is happy. PvPers have balance, PvEers do competitive damage.

Vanilla WoW when there were no BGs yet, that was the good stuff. Every class was unique, and it was perfect. Nobody whined about not being able to do what the other class does, or asking for 1v1 balance.
