I have to disagree. There is exactly one change they need to make to Outland, and that's give Hellfire Peninsula some colour. Look at the worgen starting zone for example, every questing hub and related area is a different location and looks very different. You get to Hellfire Peninsula, and it's just all orange, all the time. It is not a very good first impression for Outland, not by a long shot.

I remember the first time I went through HFP. I was bored to tears before I even got to Falcon Watch. It's far too much orange.
