The independence or lack thereof of newly raised Forsaken is a bit muddled. If you create a Forsaken character, one of the first things you do involves raising more Forsaken and offering them a place, but they aren't required to join Undercity and some don't. And we know that there are quite a few Forsaken who do not follow Sylvanas; some are even in the Argent Crusade.
On the other hand, later quests in Silverpine show Sylvanus having dead soldiers raised who immediately are subservient, and her treatment of Koltira definitely implies that he is going to be reconditioned into a more obedient servant (she even criticizes Arthas for having been too lax). So it's not entirely clear the amount of freedom the Frosaken have. I suspect that there are different grades: those in the military are expected to be utterly obedient, but others have much more leeway.
