Dungeon Finder: Call to Arms
In patch 4.1 we'll be introducing Dungeon Finder: Call to Arms, a new system intended to lower queue times. Call to Arms will automatically detect which class role is currently the least represented in the queue, and offer them additional rewards for entering the Dungeon Finder queue and completing a random level-85 Heroic dungeon.
Any time the Dungeon Finder queue is longer than a few minutes for level-85 Heroics, the Call to Arms system kicks in and determines which role is the least represented. In the case of tanking being the least represented role, the "Call to Arms: Tanks" icon will display in the Dungeon Finder UI menu where class roles are selected, and will also display on the UI when the queue pops and you are selected to enter a dungeon. Regardless of your role, you'll always be able to see which role currently has been Called to Arms, if any.
Call to Arms is meant to lower wait times by offering additional rewards for queuing as the currently least represented role. To be eligible for the additional rewards you must solo queue for a random level-85 Heroic in the role that is currently being Called to Arms, and complete the dungeon by killing the final boss. Every time you hit these requirements (there is no daily limit) you'll receive a goodie bag that will contain some gold, a chance at a rare gem, a chance at a flask/elixir (determined by spec), a good chance of receiving a non-combat pet (including cross faction pets), and a very rare chance at receiving a mount. The pets offered come from a wide variety of sources, and include companions like the Razzashi Hatchling, Cockatiel, and Tiny Sporebat, but the mounts are those specifically only available through dungeons (not raids), like the Reins of the Raven Lord from Sethekk Halls, Swift White Hawkstrider from Magister's Terrace, and Deathcharger's Reins from Stratholme.
This system is meant to address the unacceptable queue times currently being experienced by those that queue for the DPS role at max level. The long queue times are, of course, caused by a very simple lack of representation in the Dungeon Finder by tanks, and to some extent healers. We don't feel the tanking and healing roles have any inherent issues that are causing the representation disparity, except that fulfilling them carries more responsibility. Understandably, players prefer to take on that responsibility in more organized situations than what the Dungeon Finder offers, but perhaps we can bribe them a little. While this system gives tanks and healers something extra, the incentive is being provided so that we can help players in the DPS role get into more dungeons, get better gear, and continue progressing.
While the gold, gems, flasks, and elixirs are OK incentives, we knew we needed something more substantial. We had briefly considered Valor Points and epics, but decided that wouldn't be working toward the goal of helping DPS players progress, and ultimately wouldn't keep tanks and healers in the Dungeon Finder system for very long. We settled on pets and dungeon-found mounts as they're cosmetic/achievement items that players tend to try to get on their own, so why not change that up and offer them a chance to get some of those elusive pets and mounts in a way that also helps other players? Even if they don't get a pet or mount, or get one they already have, the gold and other goodies still feel rewarding enough that it won't feel like a waste of effort.
We think it's a pretty solid incentive to get tanks and healers queuing, give max-level players another way to collect the pets and mounts they so desire, and above all, to improve wait times for DPS players sitting in queues. In the case of lower level dungeons, it's actually not uncommon for DPS to be the least represented role, and so if this new system works out and we're pleased with the results, we may consider applying this same mechanic to lower level dungeons as well.

I am absolutely ecstatic about this idea, and hopefully, with new incentives to play healing and tanking roles, players will be more apt to take on these roles because of the extra rewards. DPS players are rewarded with faster queues and can always roll a tank or a healer to help the queue times out and get these rewards. Incentivizing playstyles is the best and frankly smoothest way of fixing queue times. Blizzard is going the right direction with this one, and much like how the random bag at the end of the Oculus helped out that dungeon, hopefully this new bag of goodies helps out random heroics in Cataclysm.

These can be obtained elsewhere. You're getting a shorter queue. Tank/healer gets to save themselves from farming old dungeons. We all win! /end rant

I think its worth pointing out that the pets and mounts aren't guaranteed, and that the drop rates could be one in every 10,000th heroic for all we know.
Remember when they added the rare mounts to the end of Oculus in Wrath? How many people do you know who actually got it?
The drop rate is going to be small, otherwise you risk losing half of the incentives because everyone has a white hawkstrider. Especially considering it applies to every heroic you do (assuming the queue time is long enough), I don't think the rare drops are going to be commonplace. I'm honestly more looking forward to a flask and gold.

@N-Train: a shitload of people got it. I got it on my main 2 times, 1 on my priest, and 1 on my dk... if you ran the heroic random frequently you ended up getting occ at least once every two days.

@Animaneth - you just must be lucky. I ran a heroic every single day during wrath and only got oculus once or two every couple of weeks (and I'll say, I don't mind oculus). Of the times I ran it, I only saw one person get the mount every 3-5 times. And what about the proto drake? I know some people are lucky, but I've seen that thing drop exactly ONCE in all my random runs of UP on multiple characters throughout the entire expansion.

The shinies for the tanks are incentive for them to help you with a shorter wait.
Try to see the bigger picture.

That's funny because from my experience by leveling a tank worgen
druid and a worgen hunter (and by saying worgen you can clearly see
that it was in cata), I had to wait about 5 minutes per dungeon on my
hunter and I had to wait about 2 minutes on my druid. Meaning that,
from my experience, dps still has to wait more and the ones that are
missing in low level dungeons are the healers.
DPS is screwed on this new feature. Instead of waiting 30 minutes for
an heroic, dps will have to wait 25 minutes and watch tanks who had to
wait no time at all get extra rewards for playing a dps that can also
take damage and make aggro.

The main problem I'm seeing here is that it only targets 85, where people at all levels would appreciate shorter queue times.

I've found while levelling that queue times are never as long as at max level, and since I'm levelling I would be questing, anyway; my SO and I queue as a tank and healer and we need to wait for DPS in some level brackets.
While I imagine this incentive could be used for lower levels in a hope-the-pick-up-tanking-and-like-it-to-max-level kind of way, 85 heroic tanking is typically quite different from the tanking done between 1-85 and I'm not sure offering it to lower levels accomplishes much given more tanks queue to level, anyway.

This would be a great way to reintroduce mounts that have been removed. That would mean that they would have to break the non-raid mounts rule but it would make a lot of people happy. It could be fair for DPS that want the mounts to make them BoA (comsumed on learning of course) so that if they get them on their tank/healer, their poor rogue isn't left out.

The one problem I see with this is will the Call to Arms ever realistically be for Healers? It seems like it will almost always be an issue of a Tank shortage. I have several Tank characters (including one of my 85s, a Prot warrior, and I'm currently working on a bear), but my main has always been my shaman, who always queues as a Healer. I enjoy healing, and I would certainly appreciate it if Blizzard would provide some small rewards for doing so, but I just suspect that this system will really only be meaningful for those who play Tank classes.

I farmed Rivendare's Deathcharger for months upon months before they even brought the drop to 1%. I already cry a bit when I see someone with it, seeing it given away for running a random heroic that takes less then 30 min will kill me.

That doesn't even make sense. Recycled content? Of course it has to be. If Blizzard makes a shiny new mount just for this, it'll be stupid because the pure DPS can NEVER get it, as DPS is NEVER short. Would you rather piss off the small minority who somehow feel "wronged" about this or piss off a great more DPS who would see a new exclusive mount as a "slap in the face"?
Besides, the instance has to be cleared with a player in a more difficult role (healing or tanking). A DPS can sleep through an instance at this point. Tank and Healing? Right. Take your complaints and think them through before going off the rails.

But why even give away something like a rare mount for such an easy run? Not to diminish the role of a tank or healer, not by a long shot. I play DPS and I know most of us are total tools. I can always appreciate a good healer/tank, but a rare mount seems a little much for a random heroic. Gold, flasks, or pets are cool. But don't diminish the time and effort put in by those who got the rare mounts back in the day.

First of all, they said it was a very rare chance of giving a mount.
Second of all, get over yourself. The fact that you ran an instance dozens of times for a mount doesn't make you special, and if the fact that other people might have it too makes you feel this bad, you need to grow up.
