Tanks don't even get that much mitigation. There are cooldowns which barely give more mitigation than that, and now any mage can just turn it on? Oh, and it's undispellable, and has been for ages. Lovely.
So mages running 3,500 resilience will now be taking 50% less damage from melee, and 35% less damage from anything else. As well as not being hit by melee due to ring of frost and slows, and slowing the attacks of hunters and anything non magical that hits them? All the while two of the three specs can spam spells while moving that do respectable damage and trigger other abilities.
Is this a complete over compensation that Blizzard can't figure out how to make them not suck at PvE while being good at PvP?
