They're Haunted Mementos that people have picked up in previous world events involving the Scourge. They are not available anymore, and if someone has one in one of their bags, you can sometimes see a ghostly figure following them around.
Supposedly you can find them on the AH (or sell them yourself), but expect to pay an arm and a leg for one.
Edit: It's also possible it came from a Haunted Herring.

Yes, all class quests were removed with Cataclysm. There might be one or two still around in some other, non-class form, but I don't know of them if they are.

Won't happen. There's legal reasons for it, and there's also the WoW playerbase. If this were possible, we'd see millions of things all the time, everywhere. No thanks.

Q for Q:
The pub in the Mage Quarter of SW. If you run around doing AoE, random purple elementals spawn and get stunned for about 30 seconds until despawning. You can't click on them. They share a model with the pet you get from The Schools of Arcane Magic - Mastery.
I have also seen them in Orgrimmar and the Undercity while frolicking about on my worgen druid.
What is the story behind these guys?

Question for the Queue:
What lore reasoning is it that allows mages to summon water elementals? Why are they allowed to summon water elementals but not fire elementals?
I dug around a bit but I couldn't really find an answer and I figured this was the place to go.

I believe those elementals are from an old low level mage class quest.

Question #1: Those are "ghosts", they were used in a Mage quest which was an homage to Ghostbusters.
Question #2: Mages do not summon Water Elementals. They actually create one from magic. They do not have their own intelligence, and without the Mage they will crumble back to water. (Yes, I am aware the spell is named Summon Water Elemental, but it's not an elemental like you think.)

Those were for a lower level class quest. It may have been a mage quest, but it's been so long since I've done it, I've forgotten. Since class quests have been eliminated, I assume the quest but not the quest objectives have been removed.

I wish they'd implement a framework that WOULD allow user-generated quests and rewards. It'd be the biggest support for RP servers ever implemented.

The only way to allow this in WoW is to have open-world instancing, ala Guild Wars. It would just not be possible.

The framework for these quests already exists. It would simply require the addition of a cache system, where the reward(s) and relevant quest items would be held until completion, at which time both parties would receive their respective items.
It's nothing you can't act out in-game already. It would just be an amazing functionality to add the interface for players to do it themselves.

I'd be happy if there was simply a fuction like MSRP (character descriptions) added to the default UI. But then Blizz would probably feel the need to monitor them for profanity or ToS-breaking content, such as gold-selling ads, and that would be too much for them to handle.
Gryphonheart Items does a good enough job at providing an outlet for UGC. Total RP is another addon option but is a bit of a resource hog.

Now, if only I could restrict my auctions to only be available to specific people, and make the auctions purchasable with other goods, and not gold. Oh, and to make it accessible anywhere on Azeroth whenever needed.
Sounds like a different system entirely.

It was in one of the old RP posts here (quite possibly years ago, I just started reading them in the past month) and people had good things to say about it.
Haven't tried it myself though!
I know it's not Blizzard implementing the design (which is what you're looking for I think), but it is a workaround.

Honestly, doesn't have to just be open world instancing for it to work, they did it in City of Heroes with closed instance missions and questing and it worked quite well.
