As a Resto Shammy, most of my spells end up being Greater Healing Waves. I will Healing Wave when raid damage is a little on the low side, maybe throw out a Chain Heal here and there after a Riptide on a hurt non-tank. As for Blackouts, I tend to throw up Healing Rain on that as a small precaution. My other healers tend to be a Resto Druid and a Holy Priest, so I tend to focus more on the tanks than raid. I know some folks use Healing Surge, and I used to use it a ton myself while leveling as my primary heal, but I danno, it feels kinda meh to me right now.

Usage of the mana efficient weak heal is going to really depend on the class, gear and what your healing role is. As a resto druid doing raid healing I use it (nourish) much less now that I have some gear and mana isn't quite as much of an issue. There are still situations where it helps out though. I've found when two healing Cho'Gall you have enough time between the raid AOEs to use nourish after wild growth or to spot heal raiders that are lower on health. It works well with a rejuvenation or wild growth to get the mastery benefit and is dirt cheap.
