Eregos. He's already flying, so the whirlwinds will have little effect on him, and he can Phase Shift out when Altairus does his breath.

Eregos phase shifts at regular intervals, which are significantly longer than Altarius' breath CD. You are also leaving out the shifting winds, which would obviously blow Eregos too far away and thusly cause him to be 1 shot by Lightning Blast.
