Um, I guess you can use it 7x a week instead of once a day, so if you burn through seven bonuses in one day, you have to wait a week to use it again?
Since I don't normally instance or raid, I have no idea why they thought this change necessary.

Now: You have to log on every day for an heroic to get the additional reward.
Then: You can do multiple heroics a day. You get the additional reward for the first seven heroics you complete in a week, regardless of day.
It's hailed by people who can't log in everyday and / or do not have the time / inclinination to run an instance everyday.

This change is for me. I play on the weekends these days, if AT ALL. That means I can do two daily heroics, tops, one Saturday and one Sunday. This way, if I log in and do three heroics on Saturday, and 4 on Sunday, I will get Valor points fro completing each one. If I fit in an eighth, that will just be a random dungeon run, no valor points. See? It's for folks woh DON'T or CAN'T log in every day, so they can still have points, especially like me, during a raiding hiatus. :)

+1 for what Iano said. I have a strange work schedule, in which about half the time I work is overnight. During the day, I either sleep or take care of my one year old son. Finding the time to log in everyday, wait 30 minutes plus for a queue, then another hour to actually run the instance has made it nearly impossible for me to have any kind of pve activity.
However, chaining several heroics overnight, when I have to stay up late in order to prepare myself for going to the night shift, is much easier. This is a very welcome change. I'll finally be able to get raid-ready.

I'm thinking that it is unlikely to apply to holiday instances. Or if it does when first applied, it may not for long. I think it likely that people queueing the first day of the holiday turning on and then not at all for the rest of the holiday week could be pretty severe.
