They could "easily" solve the tank shortage by completely re-designing classes so that each character could engage one mob, instead of designating one character to engage all active enemies. It would then be a matter of balance between individual offense and defense, rather than putting one person in charge of holding the attention of everyone at once.

Crowd Control serves as "each character engages one mob" and preferable to each person picking a their own target to DPS. If everyone could take the hits from each heroic mob, there would have to be a heck of a lot of homogenizing between the classes, and that would be boring. Something makes WoW (and any game like it) interesting is the specialization of the classes and their roles. I know some complain about the "Role Trifecta" but I prefer it to having everyone do everything.
