I know it's anecdotal but of the 3 raid tanks in our 10 man guild none of them queue for random heroics. They'd rather just not get the badges for the day than to queue with out at least a couple friends/guildies to go with them. I'm sure my dk alt has tanked more random heroics than all of the raid tanks combined. Too many bad experiences have just convinced them it's not worth the time and coincidentally none of them seem at all interested in the call to arms.

Maybe it's because my DK didn't start tanking until later because it took a while for him to gear up but I haven't had too many horrible groups and don't really have another choice because he doesn't get VP from raids and if a guild group is available when I'm on my main gets first shot.
