Problem is, the lists you describe are likely to be pretty much pointless. Yeah, I can ignore someone and not be grouped with them ever again but does it really matter? Odds are I wouldn't have ever grouped with them again anyway and conversely it doesn't suddenly make it take a lot longer for them to find a group. The population of a single server is already large enough to make this difficult, expanding it to the battle group level just means it all ends up being moot.
