That entire speeches point was that it was dishonorable in the sense of 'Don't act like assholes during' rather than the 'You have besmirched mah honour and I demand satisfaction, sah!' sense.
In fact, 'Don't act like assholes' is kind of a recurring theme with Garrosh whether it be 'Don't use the plague', 'Don't make deals with members of the burning legion' and 'Don't run errands involving mysterious packages filled with possibly toxic chemicals for the Apothecary society because come on at this point you should know better' and 'Seriously, man, the plague. Stop it.'
So an 'honorable' horde doesn't attack the civilians. Camp Taujuro, for example, would be safe from an honorable foe.
