True, that he should be last priority to CC since he has to heal and that can be a pretty hefty task at times. True also that his CC target, if he is given one, should be the first to be popped.
However, I always offer to CC when I run on my shaman and druid (bind ele/hex or roots/sleep). Few take me up on it, but I know that it only helps the group and it especially helps me, the healer, because less things are beating on the tank!
On the other end of the spectrum are the overzealous CCers. I know I'm not the only one who's ran into these. They especially seem common in VP on the last three pulls with the antimagic fields. I ask DPS to go stand at the top of the stairs so I can pull. I mark one or two CCs, we CC pull, they're all headed towards me and holy crap there goes the mage down the stairs he sheeped oh god now they're all on him oh god.
And they think they're HELPING :| That's the worst part.
