While mastery is technically being buffed for arms, the actual stat weights are staying almost exactly the same. Crit is still by far the best secondary stat and the gap between mastery and haste is only increasing slightly. Oh and arms is currently and will continue to be only 2 to 3 hundred dps behind fury in simulations so yes I would say arms is very viable for pve
