Why do people ask this?
PTR servers are meant for testing patches. THE PATCH IS ABOUT TO GO LIVE. No more testing needed.
The PTR will not go back up until they are ready to test 4.2, which will not be immediately after this patch. No one here knows when it will be.

Actually Drakkenfyre, Blizzard has said they wish to start testing for 4.2 immediately after 4.1 goes live, so they can get 4.2 out ASAP. A lot of people saying another 3 months of waiting, I wouldn't go past a month.

David, I remember them saying that now.
It just bugs the hell out of me the second the PTR goes down for a patch to go live, people are asking when it will be back up. Or when a PTR is announced, but the patch isn't up yet, asking when it will be.
There are people who sit on the official forums and complain about the PTR being down because they, by their own admittance, do nothing but make premades, and screw around with them.

Alright, just to get it out of our systems early:
"Why doesn't Blizzard just say they'll be done at 5 instead of extending it?"
"Blizzard sucks at patches."
"This maintenance has been extended the most out of previous maintenance days."
"This never happens in $OtherMMO."
"Blizzard should give us free game time."
There, do we feel better now? Let's spend patch day doing fun things like playing Dragon Age or something instead of waiting at our computers whining about patch delays, yeah?

I do need to agree with you at this point: Yes, every patch don't expect to play long during patch day for multiple reasons:
1. They are releasing this patch across many many many servers....
2. People are going to be trying to log-in all day at all hours regardless of what Blizz posts
3. People are going to be logging on/off/on/off while they are trying to enabled/ troubleshoot their add-ons.
4. You really going to ask for free game time for 1 day you cannot play? Lets break this down...
$14.99 / 30 = $0.50 a day...
You really want them to comp you for that? Yeah, didn't think so.

Have they dumbed the game down yet to Wrath accessibility; if they have I might consider reactivating my account. I miss the good old Wrath days when I could blitz through content on my tank, and comfortably farm half of ICC while treating the other bosses like progression bosses (which they were to my guild.). Gotta be honest, I never downed the Lich King, got to the phases where he started spawning the black crap on the ground, with the Valkyries throwing people off the roof; never got past that phase. So again if Blizz has dumbed the content back down to at least Ulduar level I'd consider coming back; if Blizz still doesn't respect my casual dollar I'll keep spending it at Trion.

So wait, you are complaining that they hadn't "dumbed it down" yet, yet say you never beat the Lich King.
You are complaining because it's not as "easy" as the previous expansion was, yet you never beat the end game boss.
