Is there any addon or ingame option to track exactly how many FPS a particular addon is stealing from you?

Not sure about tracking specific fps, but add-on control panel will show you how much each add-on is using in terms of mb. Then, it will allow you to switch off the higher usage ones without having to log out.
Add-on Control Panel is a must have for any add-on junkie.

Glance with show you how much memory each addon is using at a glance (sorry had to).
It's also got other nifty features but that is one of my favorites

You really need is to see how much of your processor an addon uses. Looking at mb isn't nevessarily indicative of how much a particualr addon is going to impact your performance unless you're really tight on ram. You're much more likely to feel the impact on your processor first. Browse the LDB plugins on curse or wowinterface. You should be able to find one that can display that information.
