Try Icehud (or other hud addons). The default setup for most huds is to have health and mana up there, but really you can have any buff, debuff, cooldown, or whatnot up on those bars. I don't think any of them are full circles, but even just a curved bar up in the middle around my target is a pretty big help for me.

I use it on my pally to track my inq, CC/silences on the target, and as a target castbar; on my rogue I track rupture/SnD/recup and my insight status (combat rogue mechanic) on top of the basics.
