I think it's mostly because this is content originally intended for 4.1. They held off on the raid content because people weren't as far through the current content as they would have liked, but now it's been a couple months and I'm sure they figure in a couple more we'll be plenty through so they want to start working out bugs now and get the patch ready. I actually like the whole smaller content patches more often as opposed to massive single patches over a long time, it makes it so that there is always something new.
