Well from what I can see, this could be a benefit for healers or casters who play with a feral dps druid in their group. Previously, if a cat specced druid cast innervate on someone it was not really that useful because 20% of a feral druids mana is not much in proportion to a healers. But with the change, 5% of the targets mana pool may be more than 20% of a feral druids mana pool.

So maybe this was why this was done?
